Partnering With Angola in the Fight Against HIV/AIDS

Secretary Clinton and Minister dos Anjos exchange signed PEPFAR Framework on August 10th, 2009.

On August 10, Secretary of State Hillary Rodham Clinton and Angolan Minister of External Relations Assunção Afonso dos Anjos signed the “Partnership Framework between the Government of the Republic of Angola and the Government of the United States of America to Combat HIV/AIDS for 2009 – 2013.”

The Partnership Framework provides a five-year joint strategic plan for cooperation among the Government of Angola, the U.S. Government, and other stakeholders to support achievement of the goals of Angola’s HIV National Strategic Plan for 2007-2010. In doing so, it also contributes to the U.S. President’s Emergency Plan for AIDS Relief (PEPFAR) goals for prevention, care and treatment.

The Framework aims to (1) sustain an effective response through proven strategies and approaches, (2) expand and improve preventive activities and service delivery while enhancing coverage and quality, (3) strengthen local capacity, (4) promote policy reform, and (5) assist the Government of Angola in its coordination of key stakeholders.
Through this Partnership Framework, the Government of Angola and the U.S. Government will work together to:

• Strengthen health systems
• Improve monitoring and evaluation
• Bolster HIV prevention activities, particularly prevention of mother-to-child transmission
• Address TB/HIV co-infection
• Explore the role of male circumcision in Angola’s epidemic and develop and implement policies accordingly
• Address stigma and discrimination against people living with HIV/AIDS
• Encourage people to get tested and stay negative
• Promote the inclusion of people living with HIV/AIDS at all levels of program planning and implementation

The framework illustrates the high-level commitment of the Government of Angola to addressing Angola’s HIV epidemic. Recognizing the importance of achieving sustainability, the U.S. Government, through PEPFAR, will continue to support the health priorities laid out in Angola’s HIV National Strategic Plan.
