HUMANITARIAN DEMINING PROGRAM
As a result of more than three decades of almost constant conflict, Angola has one of the world's most serious landmine problems. Landmines and unexploded ordnance (UXO) are found throughout the country. In 2002, there were mine incidents in 15 of the country's 18 provinces, which resulted in more than 160 persons killed or injured. Many mine accidents also go unreported.
In support of broad humanitarian objectives, the Department of State provides funding each year to international non-governmental organizations who conduct demining and mines awareness activities in Angola. Landmines seriously hinder the implementation of humanitarian aid programs, economic reconstruction, and the internal movement and resettlement of Angola's war affected population.
Mine clearance and awareness significantly reduce the number of accidents that occur as internally displaced people open new travel routes and settle in new areas. Nevertheless, landmines continue to force aid organizations to deliver most of their aid to the interior of the country by air, which is extremely costly and inefficient. Mine clearance in urban and semi-urban centers, especially along roads, continues to be necessary in many areas of the country.
